Leadership
Behind every roof is a team that shows up — for the work, for the training, and for the families we serve.

Luis Re Marrero
Executive Director
Luis Re has always shown up where the work is hardest. He deployed to Port-au-Prince after the 2010 earthquake to lead an international health brigade. Back in Puerto Rico, he launched Raíces Urbanas with Caras con Causa — a public health program built to address the very real consequences of living in the polluted Cataño Air Basin. When Hurricanes Irma and María hit, he was back in the field as a first responder. That pattern of showing up is what eventually led to PRoTechos.
He holds a B.S. in Biology from UPR and a Master's in Public Administration from Rutgers — but honestly, he'll tell you he learned just as much on the ground. He also likes to think he's a Thai chef and a bonafide farmer.

Liza Morales Ortiz
Director of Operations
Liza doesn't just understand community work in theory — she's done it across four continents. Her career has taken her through humanitarian and social projects in Haiti, Guatemala, Mexico, and Nepal, and back home in Puerto Rico, she's collaborated with some of the island's most respected organizations: the PR Community Foundation, Flamboyán Foundation, Iniciativa Comunitaria, Taller Salud, and the San Juan Bay Estuary Program, among others. She also spent seven years as a professor at Sacred Heart University, teaching international studies and global communication. She brings that same range — researcher, collaborator, educator — to how she runs PRoTechos' operations every day.

Emily Alfred
Project Manager

Frank Martinez
Financial Manager
Frank was born in San Juan and raised in Cupey. He came to PRoTechos as a volunteer financial advisor and stayed because the mission clicked: rebuilding roofs while building careers at the same time. He studied accounting at UMET Ana G. Méndez University and brings that foundation to keeping PRoTechos financially grounded.

Edna, a native of San Juan, Puerto Rico, is a partner at Marvel Architects.
